School District Leaders Planning Ahead for Budget Needs and Student Enrollment Shifts
Citrus County Schools is actively planning for the 2025–2026 school year by addressing anticipated shifts in enrollment and associated budget impacts.
This past year, the district experienced lower-than-expected state funding due to a shift in student enrollment. To support ongoing instruction and ensure students and staff will not be impacted by the shortfall, a portion of the district’s fund balance will be used to close out the year.
School districts throughout Florida are experiencing a fluctuation in student enrollment due to the state scholarship voucher program and home education. We are assessing long-term impacts on our district and taking proactive measures to address an estimated financial impact of approximately $3.5 million in reduced state funding.
In response, district leaders are taking a measured approach to align resources with student needs while maintaining fiscal responsibility. Strategies currently underway or under consideration include:
- A comprehensive review of current programs to identify potential efficiencies (ongoing since November 2024)
- Leaving selected district-level positions unfilled
- Adjusting staffing levels at school sites to align with enrollment and student needs
Additionally, Citrus County Schools has paused any future hiring and is in the process of rebalancing staff to minimize impacts on student learning.
“We are committed to being thoughtful and transparent in our approach,” said Superintendent Dr. Scott Hebert. “Our priority is to support and retain dedicated staff while also exploring opportunities to improve compensation. We want our employees to know their positions are secure—no job losses are planned. Right now, it’s important that we focus on strengthening and stabilizing our existing workforce.”
Working closely with school and community stakeholders, district leaders will continue to provide updates as the budgeting process moves forward. The final 2025–26 budget will be adopted in September.
